Preheat oven to 350°F.
Preparation

Cut each garlic head in half across the equator and wrap in foil.

Roast in 350°F oven for about 1 hour, until golden brown and soft.

Cool until safe to handle, then peel and mince the garlic.

Reserve the oil from the garlic.

Add all ingredients except the reserved garlic oil to a container.

Begin blending with an immersion blender or blender, then slowly drizzle in the reserved oil while blending until smooth and emulsified.

Label, date, and place in the cooler.

Hold cold until service at 41°F or less. Use within 7 days.
